Description

The National Agency to  Fight  Illiteracy (ANLCI) is a public interest group created in 2000 by the French Government to prevent and reduce illiteracy in France. ANLCI coordinates and supports national, regional and local actions aiming at ensuring that all adults acquire and maintain basic skills in reading, writing, numeracy and digital literacy.

ANLCI works across sectors including education, employment, vocational training, social inclusion, local authorities and civil society organisations. It acts as a national reference body by producing data, tools, guidelines and policy recommendations. The agency promotes cross-sector partnerships and supports capacity-building for professionals working with adults facing basic skills challenges.

ANLCI is strongly engaged in workplace basic skills development, support for young people and adults in vulnerable situations, and the fight against digital exclusion due to basic skills difficulties. It also develops awareness-raising campaigns and innovative tools to better identify and address hidden illiteracy.

Through its regional coordinators, ANLCI ensures the territorial implementation of national strategies and facilitates collaboration between public authorities, employment services, training providers and community actors. Its work contributes directly to lifelong learning policies and inclusive labour market participation.

National / international impact

ANLCI leads national awareness campaigns such as the “National Days of Action against Illiteracy” and coordinates a broad network of ministries, public bodies, social partners and civil society organisations. It collaborates with employment services, regional authorities and training providers across France. At European level, ANLCI contributes to good practices exchanges and takes parts in initiatives related to adult basic skills, employability and social inclusion. Its expertise supports policy development and innovation in literacy and basic skills strategies.
