Policy Dialogue & Cooperation

EBSN supports stronger adult basic skills policy through structured dialogue, consultation and cooperation across Europe. Our work in this area brings together policy makers, practitioners, researchers and partner organisations to reflect on evidence, exchange experience and develop more effective responses to shared challenges.

A central part of EBSN’s work is to create spaces where policy and practice can inform each other. This includes conference-based dialogue, webinars, joint reflection processes, consultation with members, and cooperation with European and international stakeholders. Through these activities, EBSN helps translate evidence into discussion, discussion into shared positions, and shared positions into practical follow-up.

Recent work has given particular attention to the implications of the OECD Survey of Adult Skills (PIAAC), especially in relation to participation in adult learning, the persistence of the low-skills trap, barriers related to time and cost, the importance of relevance and outreach, and the need for stronger lifelong learning systems. In cooperation with EAEA, EBSN has contributed to a discussion paper, a consultation report, and a joint policy reflection process on these issues.

EBSN also maintains regular professional dialogue with relevant European-level bodies and seeks synergies with wider European networks and platforms. This work helps ensure that members’ experience and expertise can contribute to broader policy discussions in a constructive and informed way.

EBSN uses evidence from international and European sources to stimulate reflection on participation, inequality, outreach, relevance, governance and quality in adult basic skills policy and provision.

Professional Development Series (PDS)

The Professional Development Series (PDS) is one of EBSN’s flagship initiatives supporting the professionalisation of adult basic skills teachers and trainers. It brings together adaptable learning opportunities, shared resources and transnational cooperation to strengthen teaching practice and long-term capacity across the field.

PDS was developed in response to a clear and recurring need: adult basic skills educators require stronger professional support, better access to relevant learning opportunities, and more coherent pathways for continuing development. The Series supports teachers, trainers, tutors and adult educators in developing their methods and strengthening their ability to respond to the needs of adults with low basic skills.

The project combines professional learning with innovation in delivery. Its model includes open educational resources and MOOCs designed to be accessible, adaptable and useful in different national and institutional contexts. In this way, PDS supports both individual professional development and wider cooperation across the network.

PDS is closely aligned with EBSN’s wider priorities in adult basic skills policy and practice, including the professionalisation of educators, flexible learning pathways and the implementation of Upskilling Pathways.

Capacity Building Series (CBS) & EPALE

The Capacity Building Series supports policy makers and other stakeholders involved in adult basic skills development. Through thematic resources, online learning and European exchange, CBS helps strengthen knowledge, implementation and cooperation in the field.

CBS was developed to support those who shape, implement and accompany adult basic skills policy and provision. It brings together thematic units and open educational resources designed to support reflection, learning and implementation, particularly in relation to the European Commission’s Upskilling Pathways recommendation. The Series addresses stakeholders at local, regional, national and European level, and helps connect policy priorities with practical understanding and shared development.

The Series includes thematic resources on integrated policy approaches, linguistic integration of migrant adults, digital inclusion, workplace basic skills and family literacy, among other areas. These topics reflect the breadth of issues that need to be addressed in coherent adult basic skills systems and highlight the value of cross-sectoral cooperation.

CBS is also closely linked to EBSN’s wider European outreach. Through EPALE, EBSN has contributed to a broader community of practice by sharing articles, blogs, learning resources, webinars and policy-oriented content that support discussion and dissemination across the adult learning field. The Capacity Building Series forms an important part of this wider cooperation and visibility.

Collaborative Projects & Partnerships

EBSN develops and contributes to collaborative projects and partnerships that strengthen adult basic skills through shared development, experimentation and European cooperation.

Projects and partnerships are an important part of how EBSN turns shared priorities into concrete work. Through collaboration with member institutions and external partners, the Network contributes to the development of methods, resources, learning opportunities and policy-relevant insights that can support the field more broadly.

This work includes both ongoing and completed projects, as well as strategic cooperation with partner organisations. Some initiatives focus on methodology, innovation and training; others support dissemination, system reflection, or the transfer of good practice across countries. Together, they help create a stronger evidence base, expand practical tools, and open space for experimentation and joint learning.

EBSN’s collaborative work is closely linked to the wider priorities of the Network: stronger policy, better learning opportunities for adults, professionalisation of educators, and more coherent systems for participation and inclusion.
