Family Literacy Interventions: Policy and Practice
A warm welcome to this Family Literacy (FL) OER in the Capacity Building Series of the European Basic Skills Network. The goal of the OER is to provide really useful information about the benefits of responsive and sustainable FL policy and practice. As with previous OERs, this OER is intended for policy providers and related stakeholders such as those from civil society, education based NGOs, researchers, adult education providers and FL practitioners. In the context of Upskilling Pathways, FL can be viewed as an important element in providing much needed initial stepping stones towards pathways which lead to further opportunities for people to develop their literacy confidence, to thrive and realise their full potential.
List of structural units
This opening chapter of the OER introduces the concept of Family Literacy and outlines its important role in addressing intergenerational educational inequalities. The unique multiplier effects of FL interventions are discussed alongside the challenges relating to FL provision, including a consideration of how gender construction impacts on the participation of men in FL. Some critical reflection prompts are provided at the end of each chapter in order to provoke further interrogation of key concepts.
This chapter provides an overview of the diverse approaches to policy relating to FL across EU Member States. To further contextualise this section of the OER, the chapter opens with a glance at UN FL policy. The chapter then considers related EU overarching policy frameworks and finally we provide detail of the contrasting policy approaches within two EU Member States: Luxembourg and Ireland. The chapter also provides links to a range of relevant policy documents in a number of other EU countries and concludes with some reflection prompts.
Here, three FL case studies, from Ireland, Malta and Sweden illustrate the diversity and creativity of approaches to the powerful force of intergenerational FL learning interventions.
The concluding chapter suggests considerations for policy makers to hold in mind when seeking to develop responsive, sustainable and culturally sensitive FL policy. As with previous chapters a series of critical reflection prompts are suggested to spark further contemplation which hopefully will inspire action.
